That bant fish list is, no offense, the exact reason that fish isn't played more. It has some good cards and even some good synergies, but it isn't, as a whole, a workable deck. I lay it out point by point:

How are you beating down for the win? Right now I see a bunch of 2/2s that you have to cast one at a time and who could possibly beat for 3 with exalted triggers. So you're looking to ping an opponent for 2 a turn (possibly 3) and win over the course of 6-9 turns. That just ain't going to cut it. You can't give that many non-lethal turns to a mentor deck and hope they won't draw an answer to your meddling mage during that time. It just ain't happening. The answers are too wide-spread and universally run.

Do you have a way to restock your hand other than a couple easily counter and life-losing Sylvan Libraries? I usually turn to versions of hate-bears with access to dark confidant and redundant live topdecks.

Redundancy - You have a lot of cards in your list where a second copy is quite dead. This is acceptable for a card of the power level of Thalia, but I'm not sure I find it as acceptable for a card like Gaddock Teeg.

I've also found that, in a deck with zilch draw engine, mental misstep is a poor include as are, umm. . . really any counters at all. 1-for-1s that affect 1 card 1 time are not what a "fair" deck needs to be doing.

Blue decks have been tried, tested and true for years now. Good pilots have perfected their various iterations and so those lists are pretty optimized. The reason there isn't any consensus on fish/hatebears is because everyone wants to throw together a pile of cards that hate on stuff and call it a deck. Deck's need a plan that is actionable and will get online in a typical game and result in a win. I, again, point you to a deck I have been working on for a while

2 Reflector Mage
4 Thalia, Guardian of Thraben
4 Noble Hierarch
3 Dark Confidant
4 Mana Confluence
4 City of Brass
4 Cavern of Souls
1 Black Lotus
1 Mox Emerald
1 Mox Jet
1 Mox Sapphire
3 Mantis Rider
4 Scab-Clan Berserker
3 Containment Priest
4 Gemstone Mine
3 Qasali Pridemage
1 Mox Ruby
1 Mox Pearl
1 Strip Mine
1 Wasteland
3 Abrupt Decay
1 Chalice of the Void
3 Mayor of Avabruck
2 Grand Abolisher
1 Time Walk
SB: 3 Izzet Staticaster
SB: 3 Stony Silence
SB: 2 Wasteland
SB: 1 Abrupt Decay
SB: 1 Grand Abolisher
SB: 1 Containment Priest
SB: 1 Reflector Mage
SB: 3 Surgical Extraction

Cards like Mantis Rider are actionable aggro vs. the field and often beat for 4 or 5 a turn and the haste makes the damage happen a full turn faster than most opponent's are prepared for. The card is insane in multiples. Scab-Clan Berserker turns into a 3/3 after beating in once and then taxes your opponent 2 life for EVERY non-creature spell they cast. Also, an insane card in multiples. Could you imagine how frustrated a blue mage gets when they have to pay 4 life for a preordain in the hopes of finding a removal spell all the while taking 6 damage a turn from your 2 berserkers? Yeah, two berserkers in play are a good thing. Pridemage blows stuff up that most decks play. So it is never dead and it adds to beats. That's why it gets the maindeck nod. Mayor helps the deck go over the top and take over games from an aggro standpoint. It earns a maindeck nod for this reason, but both mayor and mantis get sided out in some numbers vs. time vault because that deck wins too quickly and with seemingly "no engine." It is the epitome of "oops, I win" and the combo is so easy that we need to play defense in that matchup. Reflector Mage is a value engine that is mostly the same as Meddling Mage vs. Mentor and has added value vs. a TON of other big beefy dudes.

I could continue running down the list of cards in this deck in the same way, but I think my point is clear. You need to defend your list with more than just "hatebears that answer certain cards." Like a great Symphony, there needs to be synergy and and a plan to your deck that goes a bit deeper than what I'm seeing here or you will simply fall prey to the synergistic tier decks that do broken stuff way better than you are able to stop broken stuff.

That makes sense.
